Environmental Stigma

A compensable, quantifiable loss in a property's market value tied to the market's residual perception of contamination risk, separate from and potentially persisting beyond the actual dollar cost of remediation.

Environmental stigma reflects buyer hesitancy, financing difficulty, or a demanded discount driven by a site's contamination history, even after remediation is complete and regulatory closure has been achieved. Appraisers typically measure it through paired-sales analysis (comparing contaminated or formerly-contaminated comparables against clean comparables) or market participant surveys, since it is a market-perception phenomenon rather than a hard, easily-computed cost. A lender or appraiser who deducts only the remediation cost from value, without separately addressing stigma, risks overvaluing collateral with any contamination history.
