Income Certification (Tenant Income Certification)
Also known as: Tenant Income Certification, Move-In Certification, TIC
The documented process of verifying and recording a prospective or current resident's household income and composition against a program's eligibility limits — required at move-in and, for most affordable programs, on an ongoing basis — to establish and maintain a unit's compliance status under LIHTC, project-based Section 8, or another income-restricted housing program.
Income certification is the operational backbone of affordable-housing compliance at the property level, distinct from the program-design rules themselves, such as the applicable minimum set-aside election or AMI limits governing a LIHTC project. It requires third-party verification of all income sources — employer verification, benefit award letters, asset income calculations — rather than resident self-reporting alone, following a specific program-mandated verification hierarchy, and must be fully documented in the resident file, since that file is the primary evidence a compliance monitor or state housing agency examines during an inspection or audit. A certification error — miscounting household size, missing an income source, or applying a stale AMI limit — can jeopardize the tax credits or subsidy tied to that unit and, across enough units, threaten a project's overall compliance status, which is why larger affordable-housing owners and managers employ dedicated compliance staff or third-party compliance software separate from general leasing staff specifically to manage the certification process.
