Utility Allocation Method (RUBS Formula)

The specific formula a RUBS program uses to divide a property's aggregate master-metered utility bill among residents — commonly by occupancy (residents per unit), by unit square footage, by a fixed per-unit or per-bedroom factor, or by a blended combination of these.

The choice of allocation method materially changes which residents bear the largest share of cost: an occupancy-based method shifts more cost onto larger households, while a pure square-footage method shifts cost toward larger units regardless of household size. Several states and municipalities restrict which methods are permissible or require that the method be disclosed in the lease and reasonably correlate to actual usage drivers, since a poorly correlated method invites resident disputes and, in some jurisdictions, legal challenge to the billback's validity. Property management systems typically also layer a fixed administrative or billing fee per unit on top of the allocated utility cost itself, which residents and consumer advocates in several markets have challenged as effectively a disguised rent increase, making the administrative-fee component of the allocation method a specific compliance-diligence item separate from the underlying allocation formula.
